While we do have a JDE module called Operational Sourcing and a Supplier Self-Service Module we don’t really see these modules used by a lot of clients and to be frank, these modules haven’t evolved a lot over time.

Oracle Sourcing provides comprehensive visibility into sourcing activities and key metrics, enhancing sourcing efficiency. You can delve into recent activities and stay updated on the latest actions. The negotiation monitor allows for precise assessment of the competitive landscape and potential savings. Instantly, you can gauge the progress of a negotiation and take actions like extending or pausing an auction.
Oracle Sourcing ensures that everyone has the necessary visibility and collaborative tools to accomplish their tasks effectively. All the important information is centralized.

What is great is that the features really do complement the strengths of JDE, once we have identified the supplier we can then move to JD Edwards to use the EnterpriseOne Procurement and Subcontract Management Modules.
We highly recommend looking at Oracle Procurement Cloud, it can be a good way to get started on Oracle Fusion Cloud as generally you can start with a small number of licences. What's more the integration is fairly straight-forward.
